People and organization who host their Blogger blogs outside Google have experienced technical problems with the service's FTP publishing functionality.

Google apologize for the FTP (file transfer protocol) problem and was followed by the acknowledgment that Google still has not found a solid solution for this problem.
Advice: For publisher who own and use FTP, are consider to hosting their blog with Google using Blogger's free Custom Domain option.

Google have a special discussion forum for Blogger publishers who use FTP function so that they and Blogger officials can continue to brainstorming the issue and share information.
